Idea: use a second 24 ports switch, able to support vlan tagging.
Connect one port of the second switch to a linux box, configure 23 vlans
on the ethernet interface of the Linux box.
Connect each remaining port of the switch to the corresponding port of
the switch to be tested (cross cables).
Sent trafic on the eth0.1 to eth0.23 interfaces (mainly UDP broadcasts,
because otherwise it will not leave the linux box.
You can also use a second linux box connected the same way on the switch
to be tested, if it can support vlans...
