Brent,
In general, you will probably be looking for either a router management
GUI or a firewall GUI. I'm several years out of networking now, but I
think that "Master Shaper" might be what you are looking for.

If that doesn't do it, then you might want to look at some firewall GUIs
since most should be able to control the appropriate subsystems. I know
several of my colleagues swear by "Firewall Builder".
http://www.fwbuilder.org/ The only problem is that it is a full
featured firewall, so the QoS and packet shaping features are likely to
be well hidden.
If either of these work out for you, please let me know, as I'm always
on the lookout for new toys to play with :)

I'm surprise to see that some such tools have existed, but have been
maintained until around 2006. So I guess something obviouly replaced
all those tools, but I don't find which one.
