The aim of this is to bill every TV set instead of just each family:
most of the time, you pay for one or two TV-plugs, even if you installed
several tuners (TV, video recorders on tapes and/or on DVD, ...)
With this system, you will need a separate decoder for each device, and
you will have to pay a fee for each decoder.
They don't wish you to be able anymore to use PC-based tuners, whatever
OS you are running.
If you want to receive TV on your computer, you will need a dedicated
decoder (and annual fee related) and connect it to your card by RGB or
other non digital connection, I'm affraid...
