No. Ifconfig down up just stops the interface and
restarts it. It does
not triggers the dhcp client.
You can however do
ifdown eth0
ifup eth0
ifup does start the dhcp client. The advantage of using ifdown/ifup is
that it only concerns one interface, so you might dare to do it
remotely, logged in via another interface ;-)
