Why doesn't it do the update? An apt-get dist-upgrade solves the
'problem'.
That's exactly the expected behaviour:
"dist-upgrade" is obviously
different from "upgrade". Why would developers bother creating two
different options.
"upgrade" means "upgrade any single package".
"dist-upgrade" means "upgrade even if the package list of the system has
to change".
So, your upgrade is just depending on an extra package compared to the
current situation.
