I've never used guarddog myself, I actually had to look it up on
freshmeat as I never even heard about it.
For "simple" firewall configuration I use firewall-builder
(fwbuilder):

It features a somewhat CheckPoint-like interface, allows using
drag&drop to create the firewall rules, and can compile firewall
scripts for several different systems (netfilter/iptables, ipfilter,
pf, pix).
Of course, you need to know what you're doing - but that's the
case for any firewall I'd say.
At work, we use it for demos, courses, and actual production
configurations (although we use CheckPoint and Cisco for the
more serious stuff).
