You understood me: a non-free solution is not a solution, by definition.
You didn't understood me: I'm looking for a GUI to configure trafic shaping, QoS, bandwidth reservation (a tool to generate tc and iptables commands, basically), not a tool to monitor a network.

I'm surprise to see that some such tools have existed, but have been maintained until around 2006. So I guess something obviouly replaced all those tools, but I don't find which one.

My old employer has one. This is using some open source product (Mysql, Apache) but of course it is not free. But if this would help you:

The company called Infovista, and the product you would interested then is Vista Insight.
